BLM Plans to Prepare Environmental Impact Statement to Revise Redding and Arcata Field Offices’ Resource Management Plans

The Bureau of Land Management (BLM) Redding and Arcata Field Offices in northwest California plan prepare a Resource Management Plan (RMP) known as the Northwest California Integrated RMP with an associated Environmental Impact Statement. BLM’s announcement signifies the beginning of the scoping process to solicit public comments and identify issues for the planning area. The new RMP will replace the existing Redding Resource Management Plan (1993) and Arcata Resource Area Resource Management Plan (1992).
 
The planning area is located in Del Norte, Humboldt, Mendocino, Trinity, Siskiyou, Shasta, Tehama, and Butte Counties, California, and encompasses 396,000 acres of public land. The purpose of the public scoping process is to determine relevant issues that will influence the scope of the environmental analysis. Preliminary issues for the planning area have been identified by the BLM; Federal, State, and local agencies; and other stakeholders. Recreation is among the issues that were identified, which may lead to impacts on future OHV use in the planning area as well as other types of recreation.
 
During the RMP planning process, areas may be classified as “Open” to cross-country motorized use, “Limited” to designated routes, or “Closed” to motorized use. There are two established OHV Recreation Areas within the planning area that provide for the majority of OHV recreation use. The Redding Field Office manages the Chappie-Shasta Off-Highway Vehicle Area and the Arcata Field Office manages the Samoa Dunes Recreation Area.
 
Public Meetings/Comments
Public scoping meetings will be held in January 2017 in seven locations: Redding, Chico, Weaverville, Yreka, Eureka, Garberville, and Willits. Specific times, dates and locations for each meeting can be found on the Northwest California RMP website.
 
Comments may be submitted until February 3, 2017 (15 days after last public meeting). Comments concerning the scope of the analysis must be received by March 30, 2017. It is important that OHV enthusiasts stay involved in the RMP revision process by contacting BLM staff.
